Phytosanitary inspection

Importing regulated products into the Russian Federation

Plant quarantine:

quarantine is a system of government activities aimed at preventing entry and spread of dangerous pests, diseases, and crop weeds.

Plant quarantine aims to protect the country's flora.

  • It prohibited to bring into the Russian Federation products of plant origin and soil infested by quarantine organisms;
  • private individuals are prohibited to import: live rooted plants and their underground parts with soil, live cultures of plant pathogens, fungi, bacteria, viruses, insects that damage plants;
  • pursuant to the laws of the Russian Federation, regulated items can be seized, destroyed, or returned to the exporting country as prescribed by an expert;
  • free import is allowed of up to 5 kg of regulated items free of quarantinable organisms, unless their import is prohibited;
  • quarantinable products of plant origin may be imported in the Russian Federation if allowed by plant quarantine rules and standards and if phytosanitary certificate from the exporting country has been presented.

Please note, when importing plant products from the EU to the Russian Federation, it is mandatory to have a phytosanitary certificate for:

  • seedlings, potted plants;
  • cuttings, scions, tubers, rhizomes and similar propagated material;
  • seeds;
  • cut flowers and branches;
  • fresh fruits, berries, vegetables and root crops.

(The following types of fruits are an exception: bananas, dates, durian, pineapple and coconut).

The phytosanitary certificate is subject to verification by customs officers of the Russian Federation when passing customs control at the airport.


Exporting regulated products from the Russian Federation

  • regulated products of plant origin exported from Russia must meet the phytosanitary rules of the international agreements on quarantine and plant protection;
  • exported products must be accompanied by phytosanitary certificates;
  • all regulated products are subject to inspection before phytosanitary certificate can be issued;
  • phytosanitary inspection of exported goods is performed at the original shipment location and another one at the airport.

Each shipment of regulated products transported inside the Russian Federation must be accompanied by a quarantine certificate. Goods are inspected and certificates issued at State Inspectorates for Plant Quarantine and at the airport.
